Realistically this simply cannot be done. There may be some dominated sitest that need not be further considered for the proposed facility. However, almost invariably, there is a set of nondominated sites for which better achievements in terms of one objective can be obtained only at the expense of worse achievement of some other ob­ jective. It is at this point that value tradeoffs are required. t For a particular siting study, a site is dominated if another site exists that is better in terms of at least one objective and no worse in terms of each of the other objectives.

This is done by breaking the problem into parts which are eas­ ier to analyze than the whole, and then putting the parts back together in a logical fashion. The crucial difference between decision analysis and other approaches that claim to help the decision maker is that decision analysis provides theoretically sound procedures for formalizing and inte­ grating the judgments and preferences of experts and the client to evalu­ ate alternative courses of action in complex decision problems.
